The Chromecast mirroring protocol typically has delay of around 400ms (about half a second) for mirrored audio and video on top of whatever delay Skype has in their call. That all said, I don't think mirroring Skype is going to be as satisfying as you'd hoped. Skype deals with audio in some unique ways you may need to manually select the audio input (your microphone) and audio output (the AirParrot output device).
